本文回顾了当前全球多边、区域和双边贸易投资谈判现状,并分析了多边框架和区域框架之间的竞合关系。本文认为,跨太平洋战略经济伙伴关系协定(TPP)、跨大西洋贸易与投资伙伴协定(TTIP)、国际服务贸易协定(TISA)和美式BIT(2012范本)代表了当前全球贸易投资谈判的最新趋势和进展,这也导致全球贸易投资规则处于重建之中。文章认为,全球贸易投资规则发生根本性变革的本质原因在于全球化发生了根本性改变,而全球贸易投资规则的演进和重构将主要体现在以下两方面:一是供应链相关的规则,二是海外市场规则。在此基础上,文章分析了TPP谈判对中国的收益与挑战,并进一步得出结论认为中国参与国际经济新规则构建应有全局意识和前瞻性思维,应全面参与全球贸易投资谈判。 This paper reviews the current status of global multilateral, regional and bilateral trade and investment negotiations and analyzes the co-opetitive relationship between multilateral and regional frameworks. This paper argues that the current trends in the global trade and investment negotiations are represented by the TPP, TTIP, TISA and BIT 2012 (2012) Progress, which also led to the reconstruction of global trade and investment rules. The article argues that the fundamental reason for the fundamental changes in global trade and investment rules is that the fundamental changes have taken place in globalization. The evolution and reconstruction of global trade and investment rules will mainly be reflected in the following two aspects: First, the rules related to supply chain, Is the rules of overseas markets. On this basis, the article analyzes the benefits and challenges of TPP negotiations to China and further concludes that China should participate in the global trade and investment negotiations in an all-round way with its global awareness and foresighted thinking in its participation in the construction of a new international economic regulation.
