三北防护林体系工程经过两期共18年的建设,已取得了举世瞩目的成绩,为改善我国北部生态环境,改善人民群众生活发挥了巨大作用。但是,要彻底改变我国北部地区的生态环境,任务还十分艰巨,可谓任重而道远。当前,积极探索适合防护林建设的新型运行机制,制定落实新形势下的优惠政策,不断改革投入机制,调动全社会的力量,已成为当前三北防护林体系建设保持健康、稳定、持续发展的重大问题。加强政策引导,加大资金扶持,是保证今后三北防护林体系建设健康、持续、稳定发展所必须解决的重要问题。
After a period of 18 years of construction, the Three-North Shelterbelt Project has made remarkable achievements and has played a significant role in improving the ecological environment in the north of our country and improving the living standards of the people. However, to completely change the ecological environment in the northern part of our country, the task is still arduous and can be described as a long way to go. At present, actively exploring new operating mechanisms suitable for the construction of shelterbelts, formulating and implementing preferential policies in the new situation, continuously reforming the input mechanism and mobilizing the forces of the entire society have become major issues for maintaining the healthy, stable and sustainable development of the current three-north shelterbelt system . Strengthening policy guidance and increasing funding support are important issues that must be solved in order to ensure a healthy, sustained and stable development of the Three-North Shelterbelt in the future.
