In March 2003, the Ministry of Education issued the “Procedures for Revising the Library of Primary and Secondary Schools (Revised)” and put forward nine requirements in implementing the “Regulations (Revised)” Notice. This is a new measure taken by the education sector to promote the integration of primary and secondary library (room) construction and informatization in the new era and to optimize its functions as an education and teaching service. This is of great guiding significance. To achieve the modernization of primary and secondary education and improve the quality of students’ education is a long-term and arduous task.
