也谈外交官“本质素质”

本刊第5、9、15期先后刊载了于冈、吴若峰和丁武丁三位同志探讨外交官素质的文章,这是非常有意义的,我也不禁想对此谈谈自己的浅见。吴文是于文的补充。而丁文认为,于、吴二文指出的各条素质虽然是外交官所必需的,但尚不是外交官的“本质素质”。丁文指出,于,吴两文列举的各条素质犹如“金字塔的塔基”,而应变能力和口才方是“最能代表金字塔高度和光彩”的“本质素质”或“本质特征”;只有这两条才最能体现外交官的“个性”。诚然,外交采用的是和平手段,外交斗争打的常是“唇枪舌战”,一个外交官如果没有一定的应变能力和口才就打不赢这样的“唇枪舌战”。所以丁文的论点是有道理的和应当重视的,文中“塔基”和“塔尖”的譬 The 5th, 9th, and 15th issues of this issue have published articles on the quality of diplomats by Yu Gang, Wu Ruofeng, and Ding Wuding.
