Historically, “humanitarian intervention” has a long history. However, its influence and performance after the cold war can be called “the most important theoretical trend and practice in the field of international relations after the end of the Cold War.” In particular, on 17 and 30 March this year, within half a month, the United Nations adopted Resolutions No. 1973 and No. 1975, respectively, emphasizing the need to take the necessary measures to protect civilians in Libya and Côte d’Ivoire.
