组织创新是实施企业战略的重要保障。公司战略的变化先行于组织体系的变化,并且必将导致组织体系的变化,即有什么样的企业战略,就有什么样的组织体系。反过来,企业战略一定要有与之相配套的组织体系来保证实施。伴随中国移动集团公司的整体推进,天津移动从2002年开始,经过近五年时间,实现了运营组织从垂直结构到扁平结构、从金字塔结构到哑铃式结构的转变。但是,公司内部各层次之间、同一层次不同部门之间的职能分工不可能因此完善到无缝覆盖的程度,跨部门、跨层级的协调以及某些说不清属于谁的边缘化工作,在扁平化的组织结构中仍然存在。于是,围绕企业战略,天津移动从人力资源管理创新切入,开始不断丰富和完善新的运营组织。
