随着工农业的发展,人民生活水平的不断提高,电力负荷的峰谷差也不断增大,以江苏电网为例,近几年来虽采取不少限制措施,峰谷差仍由1980年的26.68%增大至1987年的33.86%。解决这一矛盾的办法多样,比较简便的办法是建设负荷调节范围为50~100%的大型火电机组,但这会导致煤耗增加,经济效益下降和电站造价的增大。对江苏电网来说是不可行的。因为近期建设的火电站都有发电量的要求,调峰问题也可采用燃汽轮机发电机组,但这种方法不仅单位千瓦造价高,而且要烧石油,不符合我国能源政策,根据江苏省实际条件建设抽水蓄能电站解决江苏电网的调峰问题则是可行方案。
