1940年10月31日,苏北抗敌和平会议的召开,是苏北抗日民族统一战线工作的新胜利。苏北局面打开后,刘少奇致电陈毅,要求立即召集阜宁以南各县党政军代表大会,成立苏中、苏北行政主任公署,继而再召集华中根据地党政军民代表大会,成立苏皖行政委员会及苏皖行政公署,统一津浦路东西各根据地行政领导。
On October 31, 1940, the convening of the North Jiangsu Anti-Enemy Peace Conference was a new victory in the work of the anti-Japanese national united front in northern Jiangsu. When the situation in northern Jiangsu opened up, Liu Shaoqi called Chen Yi and demanded that the congress of party, government and army in the counties south of Funing be convened immediately to set up the executive offices of the central and northern Jiangsu, and then convene the party, government, military and civilian congress in Central China to set up an administrative department of Jiangsu and Anhui Commission and the administrative office of Jiangsu and Anhui, unified Jin Pu Road, east and west according to the administrative leaders.
