我们目前正处于由计划经济体制向市场经济体制转变的过渡时期,这一时期最大的特征是调整和改革。在这一时期,要使我们的工作适应形势发展的要求,必须从思路到干法都进行相应的调整和改变,人事计划工作也不例外。下面笔者对改进人事计划管理工作谈谈自己的粗浅认识。
