继上海浦东新区和天津滨海新区之后,2007年6月,经国务院同意和有关部门批准,重庆和成都两市成为“全国统筹城乡综合配套改革试验区”。这标志着党中央、国务院将通过城乡改革试验区建设,使西部地区真正实现改革有新突破,发展有新进步,西部大开发将从打基础为主开始转入加快发展的新阶段,是中央加快推进西部大开发的重大战略部署。在我国改革开放30年的发展进程中,这一具有里程碑标志的重大改革举措,对于更好地贯彻落实科学发展观,完善全国改革发展的格局,都具有极其重要的战略意义。重庆和成都两市牢记党中央、国务院的重托和厚望,解放思想,开拓进取,科学谋划,攻坚克难,创造性地积极开展工作。改革试验区建立一年多来,取得了哪些重要成果和进展?两地各级纪检监察机关如何全面履行职能,为保证重大改革的顺利实施做了哪些工作?党中央、国务院高度重视,全国人民也非常关心。为此,本刊特派出记者深入重庆和成都进行采访,请看他们从两地发回的特别报道。
