入世后我国的行政行为和经济行为都会发生变化,特区劳动保障工作,如何在20年改革开放的成果上,利用加入WTO这个契机,继续推进改革,为全国的发展提供经验则是我们必须关注的问题。工作定位入世后特区劳动保障工作应定位在创新对接上。虽然20年的改革开放,厦门经济特区综合经济实力和劳动保障事业取得了长足的发展,但我们还应该看到厦门综合经济实力与北京、上海、深圳、广州等发达城市相比,还有一定的差距,而且通过中国城市规划设计研究院对全国24个主要城市劳动力竞争力调查表明,厦门劳动力竞争力在全国24个主要城市中仅列第十五位,不难看出厦门特区劳动保障工作还有一段很长的路要走。因此只有进行正确的定位,保持不懈的创新行动,厦门劳动保障工作入世后才能赶超国内其它主要城市。体制创新——组织机构的创新设置。从行政机关看,应继续走精兵简政的路子,根据服务和管理的同质性进行处室的设置;从事业单位的整合看,要向同业性公会和公益性机构方向改革,以市场机制开展社会公益活动,为社会提供公共产品服务,比如:
