十八届三中全会上首次提出司法人财物省级统管制,让省以下地方法院、检察院统一管理其人财物,使地方各级法院、检察院人财物不再受制于地方党委、政府,以保证法院、检察院依法独立行使审判权、检察权。通过对上海试点的经验总结,司法人财物省级统管制还需要克服司法机关自身体制问题、省内各地区发展差异问题和如何与行政区划相分离的问题,经过反复调研和征求意见,逐步适应中国国情和发展需要。
