城市公共交通运输的主要特征是管制。近年来发生了公交线路使用权由国营企业向其它经济成分的转移,但是这种转移是采取招标有偿形式转让的。揭示了在票价管制的前提下,线路使用权转移并没有改变经营的垄断性,企业通过垄断服务质量选择侵害了消费者利益。从保留价格出发对票价管制情况下运用价格垄断模型对垄断企业的行为进行了刻画。指出线路有偿招标中有望中标的前几位企业理论上是对消费者侵害最严重的企业。
The main feature of urban public transport is regulation. In recent years, there has been a transfer of the right to use bus lines from state-owned enterprises to other economic sectors, but such transfers have been made in the form of bidding for compensation. Revealed that under the premise of fare control, the transfer of the right of use of the line did not change the monopoly of the operation, and the enterprise infringed the interests of the consumers through the monopolistic service quality selection. Starting from the reserve price, the price monopoly model is used to describe the behavior of monopoly enterprises under the control of fares. It is pointed out that the former few enterprises which are expected to win the bidding in the line are theoretically the enterprises that infringe consumers most.
