通过对国内外防洪标准制定方式的的归纳,以及对中国公路桥梁防洪标准制定的发展历程的分析,指出了现行标准主要存在以下三方面问题:学习国外经验与中国国情发展研究不够;指导思想不够全面,防洪思路需转变;特殊地区公路防洪标准考虑不全面。并针对存在问题提出了防洪标准修订的两点建议:一是基于洪水风险管理理论,考虑公路建设综合效益,制定公路防洪标准;二是细化公路防洪标准的等级划分,并对特殊地区加以补充说明。
