第一章总则第一条为加强河道管理,保障防洪安全,发挥江河湖泊的综合效益,根据《中华人民共和国水法》,制定本条例。第二条本条例适用于中华人民共和国领域内的河道(包括湖泊、人工水道、行洪区,蓄洪区、滞洪区)。河道内的航道,同时适用《中华人民共和国航道管理条例》。第三条开发利用江河湖泊水资源和防治水害,应当全面规划、统筹兼顾、综合利用、讲求效益,服从防洪的总体安排,促进各项事业的发展。第四条国务院水利行政主管部门是全国河道的主管机关。 Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Water Law of the People’s Republic of China for the purpose of strengthening the management of river courses, ensuring the flood control safety and giving full play to the comprehensive benefits of rivers and lakes. Article 2 These Regulations shall apply to the river courses (including lakes, artificial waterways, flood carrying areas, flood storage areas and flood detention areas) in the territory of the People’s Republic of China.
