8月15日,中国人民银行发布《2004年房地产金融报告》。该报告深刻地分析了我国房地产市场存在的一系列问题,如,市场信息不充分、不对称,政府监管效率有待提高;房地产企业不规范,某些开发商和某些基层银行相互勾结进行假按揭、假担保等。报告特别指出,房地产行业存在的上述问题,特别是期房预售中的不规范问题使国家面临巨大金融风险。因此建议取消期房预售制度。央行的这一建议不亚于一场大地震。报告发表后,大地产商纷纷发表言论,指责央行脱离实际,不了解房地产行业现状;中小开发商则随声附和,大有国难当头,同仇敌忾的气 August 15, the People’s Bank of China released the “2004 Real Estate Financial Report.” The report profoundly analyzed a series of problems existing in the real estate market in our country, such as inadequate and asymmetric market information and the government supervision efficiency to be improved; real estate enterprises did not regulate and some developers and some grassroots banks colluded with each other to carry out false mortgage , False guarantee and so on.
