行政文化是行政体制的深层结构,是行政管理的灵魂。本文对中国传统行政文化和现代行政文化的特征进行了系统的分析,发现两者既相互影响,又在人治与法治、等级与平等、专制与民主、暗箱与透明等方面存在冲突。旧有的保守型行政文化已明显不适应现代社会发展需要。借鉴世界先进行政文化成果,建立、完善新的行政管理体制已成为必需。
Administrative culture is the deep structure of administrative system and the soul of administration. This article systematically analyzes the characteristics of Chinese traditional administrative culture and modern administrative culture and finds that both of them interact with each other and conflict with the rule of man and rule of law, hierarchy and equality, dictatorship and democracy, obscurity and transparency. The old conservative administrative culture has obviously not adapted to the needs of the development of modern society. Drawing on the advanced administrative and cultural achievements of the world, establishing and perfecting a new administrative system has become a necessity.
