长期以来国有林场和国有林区管理体制不顺、经营机制不活、投入渠道不畅的瓶颈,将迎来一系列改革举措。对此,中共中央、国务院在近日印发的《国有林场改革方案》和《国有林区改革指导意见》中提出,要有序停止重点国有林区天然林商业性采伐,积极推进国有林场林区政企事分开,形成精简高效的国有森林资源管理机构,建立归属清晰、权责明确、监管有效的森林资源产权制度。要立足发挥绿色资源优势,大力发展特色产业、替代产业、接续产业,多措并举促进职工就业增收,加快完善基础设施和公共服务,妥善解决基本民生问题。这是国有林场发展史上具有里程碑意义的大事,标志着我国林业改革进入了国有林场、国有林区、集体林权制度三大改革全面推进的新阶段。
