全国整转已经没有悬念,但真的没有问题了吗?其实,整转不是目的,整转后的可持续性运营才是成功!所以,整体转换在进入中盘之后,越来越多的有线网络运营商已经意识到这一点,并以此制订新的发展战略。体制和运营机制是发展战略的核心,也是亟待创新的要处。目前,各地的体制或机制创新大致有二——其一,在省一级层面,通过省网整合实现规模经营,带来规模效应,并为大手笔的资本运作奠定基础;其二,在地市一级的层面,产业资本的进入与管理经验的引进,为有线网络运营商带来不一样的整体转换、不一样的“后整转”思维;同时,亦为产业界的发展提供了更多的试验田和好契机!从本期开始,“数字电视全国时间系列报道”将关注重点转向上述两个体制创新。毋庸讳言,改革与创新是艰难的,尤其在启动伊始,更是“摸着石头过河”。从这个意义上说,齐齐哈尔有线数字电视的运营机制创新,虽然具有很强的个性特征,不易被简单拷贝;但其所凸显的创新意识和改革魄力,则足为同仁堪鉴!2008年,中国改革开放30周年,广电创新改革恰逢其时!
