2006年8月21日,安徽省治淮工作领导小组召开淮北大堤加固和沙颍河治理工程征地拆迁及安置工作动员会,副省长赵树丛要求沿淮各级政府和省直有关部门从实践“三个代表”重要思想的政治高度、从全省经济社会发展的大局出发,进一步提高认识,增强责任感和紧迫感,把抓紧抓好淮北大堤加固、沙颍河治理工程征地拆迁和移民安置工作,为工程全面开工建设奠定坚实的基础。会议强调,各地各部门要认真落实各项责任措施,沿淮各有关市、县(区)政府要顾全大局,担负起征迁安置的第一责任,
On August 21, 2006, the leading group for harnessing Huaihe River in Anhui Province held the mobilization meeting for strengthening the embankment of Huaibei area and the land requisition, demolition and resettlement work for the Shaying River Control Project. Vice Governor Zhao Shusong demanded that the government departments at all levels along the Huaihe River and relevant departments under the provincial government direct the " Proceed from the overall situation of economic and social development in the province, further enhance their awareness and sense of responsibility and urgency, pay close attention to the reinforcement of embankments in Huaibei and the land requisition, demolition and resettlement of the Shaying River Improvement Project, Lay a solid foundation for the project to start construction in an all-round way. The meeting emphasized that all localities and departments should conscientiously implement various responsibilities and measures. The governments of all relevant cities and counties (districts) along the Huaihe River should take the overall situation into consideration and assume the first responsibility for resettlement.
