(一)我省的涨幅高于全国 在这一轮物价上涨周期,我省物价涨幅已31个月超过一位数,达到两位数,而全国是27个月。在这一轮周期中,我省有明显的“高位波动期”,而全国还未发现有明显的类似现象。在1986—1990年“七五”时期,我省物价涨幅两年高于全国,两年低于全国,一年与全国持平,五年累计全国涨62.08%。我省涨62.13%。累计涨幅与全国相当。但1991—1995年的“八五”期间,我省涨幅已有三年高于全国,一年低于全国(见表)。四年累计,全国涨49.4%:而我省已涨53.8%。1995年1—5月我省物价涨幅已高于全国3.2个百分点,可以肯定,1995年我省物价涨幅也将高于全国,因此五年累计我省物价涨幅必然是高于全国的。 这一轮周期,我省物价涨幅高于全国,从深层次上讲主要有两个原因。一是结构性原因。从农业方面看。由于受自然条件和生产力发展的制约,我省农产品长期不能完全自给。部分农产品不但要从省外调入,在省内也得靠公路长途运输调剂。从工业方面看,除烟草加工业外,我有的工业基本上是重工业的产业结构,大多数日用工业消费品也要靠省外调入,且缺乏象石油这样的重要自然资源,因而决定了我省市场零售商品价格中,一方面受到省外日用工业消费品价格上涨的影响,另一方面又受到汽、柴油(价格上涨带来的运输费用猛
(A) The rate of increase in our province is higher than that of the national cycle of rising prices in this round. The price increase in our province has exceeded one figure in 31 months to double digits, while the national average is 27 months. During this cycle, there was a clear “period of high volatility” in our province, and no obvious similar phenomenon was found across the country. During the “Seventh Five-Year Plan” period from 1986 to 1990, the price increase of our province was higher than the national average in two years, lower than the national average in two years, and the national average in one year, up 62.08% in five years.
