我们国家进入改革的年代已经有很多年了,但是改革带来的巨大物质利益并没有如幸福之雨,均匀地洒在每一个人的头上。这样就构成了眼前和长远、局部和整体、个人和部门,以及部门之间、群众之间等数不清的利益差异。这些利益差异就是矛盾,是具有改革时期特点的新矛盾。中科院进行的科研体制、运行机制的改革及现在的“知识创新试点工程”中产生的矛盾亦然。比如进入“创新”和没有进入“创新”的,研究室、管理部门和后勤部门,进入公司和所内的,年纪大的和年纪轻的,学历高和学历低的……等等。但是,这些矛盾是在根本利益一致的基础上产生的,是非对抗性的。因为大家都认识到,我们每个人的命运都与研究所的生存和发展有着密切的联系。改革是研究所求生存、求发展的惟一出路,
