本文通过经济增长理论的柯布-道格拉斯函数和各国实证分析了人力资本在一国经济增长中的作用,并在西部人力资本匮乏的现状上提出西部经济发展的瓶颈在于人力资本存量不足,所以西部开发中必须加大对人力资本的投资。在投资过程中,一方面需要通过优惠政策引进各种外来人才,另一方面要加大对西部教育的投资,这就需要改革现有的教育投资体制,开放西部劳动市场和教育市场,使得政府,企业和个人都能积极参加到西部教育事业中,从而改变西部教育现状,开发西部丰富的人力资源。
This paper analyzes the role of human capital in the economic growth of a country through the Cobb-Douglas function of economic growth theory and empirical evidence from various countries. In the absence of human capital in the western region, it is proposed that the bottleneck of economic development in the western region is the shortage of human capital stock. Therefore, Development must increase investment in human capital. In the course of investment, on the one hand, it is necessary to introduce various kinds of foreign talents through preferential policies; on the other hand, we must increase investment in education in the western region. This requires reforming the existing education and investment system and opening up the labor market and education market in the western region so that the government , Both businesses and individuals can actively participate in the education in the west so as to change the status quo of education in the west and develop the abundant human resources in the west.
