2014年9月25日,中共中央办公厅印发了《关于加强乡镇干部队伍建设的若干意见》(以下简称《意见》),就今后乡镇干部队伍建设问题制定了一些新的规定。《意见》所提出的诸如放宽考录条件、初任公务员在乡镇须有5年的工作年限、干部提拔重点考虑乡镇基层经历、乡镇党政领导的任期规定、挂职锻炼、能力培训等原则性要求,对实际工作具有比较强的针对性和操作性。《意见》的发布无疑对地方政府的乡镇干部管理工作做出了非常明确的指导和规 On September 25, 2014, the CPC Central Committee General Office issued “Several Opinions on Strengthening the Construction of Township Cadres” (hereinafter referred to as “Opinions”), and formulated some new regulations on the future construction of township cadres.
