为适应新发展观的客观要求,新型能源化工基地在发展过程中必须避免出现过分依赖资源的“荷兰病”现象以及资源诅咒效应,需要构建一个资源、经济、社会、生态相协调的支撑环境。在区域价值链视角下,通过构建支撑环境概念模型,建立以经济、社会、生态3个子系统为框架的新型能源化工基地支撑环境评价系统。以陇东新型能源化工基地为个案进行实证分析,提出加强支撑环境的区域规划研究、加强区域形象塑造、形成区域特色产品、加强区域营销、完善保障措施、建立综合管理信息系统等普适性建议。
In order to meet the objective requirements of the new development concept, the new energy and chemical industry base must avoid over-dependence on resources and the curse effect of resources in the development process. Therefore, it is necessary to build a coordinated support of resources, economy, society and ecology surroundings. Under the perspective of regional value chain, a conceptual model of supporting environment was established to establish a new environmental and energy evaluation system for energy and chemical industry bases on the three subsystems of economy, society and ecology. Taking Longdong New Energy and Chemical Industry Base as an example, the author puts forward some general suggestions such as strengthening regional planning of supporting environment, strengthening regional image building, forming regional special products, strengthening regional marketing, perfecting safeguard measures and establishing integrated management information system .
