宽带是国家信息化发展的基础设施和战略资源,国家宽带发展能力已成为信息化时代国家竞争力的根本所在。我国“十一五”规划明确提出要加强宽带通信网、数字电视网和下一代互联网等信息基础设施建设,推进三网融合。中国电信以宽带为基础,高举转型大旗,向着综合信息服务提供商迈进,其湖北电信更是以发展光纤通信为契机,探索出多种宽带发展模式。中国网通将宽带战略作为其三大战略之一,希望在宽带战略的引领下实现新的发展。当前,我国宽带产业、信息产业的发展成就举世瞩目,但从国家战略发展的高度来看,全国宽带普及率不高,内容应用不丰富,三网融合严重滞后,社会信息化程度较低,已成为制约我国信息化发展的主要瓶颈。如何理解宽带战略的重要地位,如何将宽带战略从宏观落到实处,如何建立一个健康、有序、具有可持续发展能力的产业链,如何在大力建设宽带设施的同时实现增量又增收?本刊特别邀请到中国电信总工韦乐平、湖北电信总经理廖仁斌、武汉电信总经理龚勃、烽火通信总裁何书平、安永全球电信中心合伙人罗奕智等业界一流专家对这些焦点问题一一进行解读。
