此起彼伏的食品安全事件,令不少公众谈“食”色变。食品安全已经成为当前公众普遍关注的社会问题。本文首先介绍什么是食品安全监管并且分析食品监管的必要性。第二部分采用横向对比的方法,借鉴发达国家在该领域的监管方法并进行分析,通过比对发达国家食品安全监管制度和食品安全法律特点与我国国情相联系。通过对比分析的方法提出完善我国食品安全监管的建议,首要建立《食品安全法》体系再健全相关制度,如:严格市场准入制度;健全缺陷食品召回制度;建立食品安全强制保险制度等。在文章的最后对完善我国食品安全监管制度与“民生”工作相联系作出总结。
One after another food safety incidents, so many people talk about “food ” color change. Food safety has become a common social concern of the general public. This article first describes what is food safety regulation and analyzes the need for food regulation. The second part adopts the method of horizontal comparison, draws lessons from the developed country’s supervision methods in this field and analyzes them, and compares with the national conditions of our country through the comparison of the food safety regulatory system in developed countries and the law of food safety. Through comparative analysis, we put forward suggestions on how to improve food safety regulation in our country. We should first establish “food safety law” system and then perfect related systems, such as: strict market access system; perfect defective food recall system; and establishment of compulsory insurance system for food safety. At the end of the article, it summarizes how to perfect the supervisory system of food safety in our country and the work of people’s livelihood.
