土地是经济社会全面协调可持续发展的最重要、最主要、最基本的生产、生活要素。土地管不住、管不好,一切都无从谈起。解决土地执法难问题,不仅仅是土地管理部门的事。这是一个系统工程,需要从与时俱进地解放思想、更新观念入手,从立法的更全面、更具可操作性入手,从建立、健全完备而有效的机制、体制方面入手,从根本上全方位地解决。实现可持续发展,保护19亿亩耕地红线,解决土地执法难问题是各级政府、各个部门、每个公民共同的义务。本文从整体与局部的规划冲突导致地方保护现象出现、违法行为不易发现,违法方式多样化、农民土地保护意识薄弱,管理体系不健全、运行机制存在疏漏、执法人员的素质还有待提高等方面对基层土地管理执法难问题进行分析,并从建立健全管理体系,充分调动各部门协同工作、加强农民土地保护教育、加强监督管理,扭转地方错误观念、提高执法人员自身素质等方面提出解决对策。
