广州市旧城改造试点项目,采用了新的操作方式:1.没有开发商的介入,由政府主导、投资。2.不搞强制拆迁,完全由居民自愿决定回迁、外迁还是领取经济补偿。3.建筑量首先考虑满足回迁的住宅及配套需要,适量增加商业、住宅面积用于补偿政府投资,不考虑盈利。4.改造后的空间和形态延续老城文脉和肌理,保留基地中有价值的老建筑。
