1996年盛夏,发生在长江中下游及洞庭湖地区的一场百年罕见的特大洪水给湘鄂等地的人民及工农业生产乃至国民经济带来了巨大的灾难和损失,同时也给人们留下了一串串思考:1996年7月的特大洪水(以下简称“96·7”大水),有些地方,水位大大超过了历史最高水位,而流量却相反地大幅度减小;有些地方最高水位远不及历史最高水位,而同水位下的流量却大大增加.这些“反常”的水文现象给人们以疑惑和不解,更引起各级防汛决策部门、指挥机关乃至国家水行政主管部门及中央的高度关注.
