这次会议的目的是对当前国际科技合作战略进行研讨,探讨如何提高国际合作工作的质量,更好地服务于知识创新工程,提高中科院的科技创新能力和效率。一、形势与挑战 2003年,国际形势发生了深刻的变化。和平与发展仍然是当今世界的两大主题。但是,我们也应该看到,世界局势并不安宁。在世界走向多极化进程中,出现了一极超强的局面。“9.11”
The purpose of this meeting is to conduct discussions on the current strategy for international cooperation in science and technology and explore ways to improve the quality of international cooperation so as to better serve the knowledge innovation project and enhance the capability and efficiency of CAS in science and technology innovation. I. Situation and Challenges In 2003, profound changes took place in the international situation. Peace and development remain the two major themes in today's world. However, we should also see that the world situation is not peaceful. In the process of multipolarization of the world, there has been a super-strong situation. “9.11 ”
