外汇抵押贷款是指企业以自有外汇作为抵押,向银行借入人民币的一种信贷行为。1987年中国人民银行曾制定了外汇抵押贷款暂行办法,这一办法,解决了一些外汇暂时有余而人民币资金相对短缺但因汇率等多方面的原因又不愿意结汇的企业的资金困难。随着外汇管理体制的改革和国际业务的不断发展,专业银行相继开办外汇抵押贷款业务,目前实际操作中存在下列问题:
Foreign exchange mortgage loan refers to the enterprise using its own foreign exchange as a collateral to borrow money from the bank a kind of credit behavior. In 1987, the People’s Bank of China formulated an interim measure on foreign exchange mortgage loans. This solution has solved the financial difficulties of some enterprises whose foreign exchange is temporarily short of RMB funds but are not willing to be settled because of exchange rates and other reasons. With the reform of the foreign exchange management system and the continuous development of international business, the specialized banks have started the foreign exchange mortgage loan business in succession. At present, the following problems exist in the actual operation:
