中国加入世贸组织以及普通高等学校扩大招生 ,对成人教育系统来说 ,既是挑战又是机遇。深刻认识成人教育的位置并选择相应的策略 ,是成人教育得以生存与发展的关键。比之基础教育和正规高等教育 ,成人教育是最具市场化特点的教育。因此 ,成人教育系统应该进一步调整成人教育理念 ,服务社会 ,服务成人 ,那种在传统经济体制下形成的以满足国家对人才需求为出发点的“计划人才需求主导型”,应该转向市场经济体制下以满足社会对成人教育需求为出发点的“社会需求主导型”。为之 ,应该对成教市场进行调查研究 ,将成人的受教育状况做一番细致的分析 ,了解不同年龄、不同地域、不同文化层次的成人对学习内容与方式的不同要求。成人教育的办学方向应该有所调整 ,加大开拓与发展非学历教育的力度 ,加强学习内容多类型与学习方式多方位的探索与实施 ,让更多真正的成人进入成人教育体系。为了使成人教育的发展更为健康有序 ,应该改革与完善成人教育的制度与规则 ,使成人教育有法可依 ;建立终身教育服务机构 ,以利加强成人教育系统内的沟通与协调 ,以及加强对成人教育对象的宣传、引导、指点与服务 ;鼓励成人教育系统内部、成人教育系统与其它教育系统之间 ,以及成人教育与国内国外的各种社会力量之间的合作办学 ;各
