我国建筑工程造价已成为长期存在超出预算的现象,如何有效地控制工程造价,利用有限的资金创造更高的效率,是工程造价一大难题。三超现象常见在施工预算过程之中,只有从项目授牌报价到该项目的实施,然后清空解决项目实施过程中的自由裁量权的成本控制,以实现更大的价值。施工阶段施工组织设计控制工程造价的管理和优化和工程造价,能够有效的帮助项目管理节约成本,提高经济效率。建筑项目的成本管理和控制建设项目,其核心是控制项目成本费用从货币形式的物理形态转型的过程中,通过科学组织降低成本,使得建筑项目的成本控制,可以有效的实现对企业的经营目标。本文拟对成本控制的原因在施工阶段和施工过程中的成本控制措施进行初步分析和讨论。
