改革开放以来,浙江经济社会持续快速健康发展,主要经济指标位居全国前列。这些令人瞩目的成绩背后,有着科技进步的重要贡献。我省“十一五”规划提出,要力争到2010年全省基本实现全面小康社会的目标,为提前基本实现社会主义现代化打下坚实基础。实现这一战略部署靠什么?最根本是依靠两大动力,一要靠改革开放,二要靠科技进步。党中央、国务院准确把握我国经济社会发展现状和世界科技发展趋势,作出了提高自主创新能力、建设创新型国家的重大决策。结合浙江实际,我们必须进一步强化创新意识,切实把推进自主创新摆在事关全局的战略地位,在更高起点上加快科技强省建设,努力在创新型省份建设方面走在全国前列。
Since the reform and opening up, Zhejiang's economy and society have maintained a sustained, rapid and healthy development with the major economic indicators among the top in the country. Behind these impressive achievements, they have made important contributions to scientific and technological progress. The “11th Five-Year Plan” proposed by our province puts forward the goal of basically realizing the goal of building an overall well-to-do society in 2010 in the province and laying a solid foundation for basically realizing the socialist modernization ahead of schedule. What is the basis for achieving this strategic plan? The two fundamental imperatives are to rely on reform and opening up first, and technological progress on the other. The Central Party Committee and the State Council accurately grasped the status quo of China's economic and social development and the trend of scientific and technological development in the world and made major decisions on improving the capability of independent innovation and building an innovative nation. In light of Zhejiang's actual conditions, we must further strengthen our awareness of innovation, effectively promote the independent innovation in a strategic position that matters to the overall situation, accelerate the construction of a strong province for science and technology from a higher starting point, and strive to be at the forefront of the construction of an innovative province.
