在能源供应日趋紧张、环境压力加大的形势下,我国西部一些地区仍大力发展高耗能产业。尽管国家三令五申限制这一产业盲目发展,不少地方依然热情不减,把高耗能产业作为结构调整的主要方向之一。记者在内蒙古、陕西、新疆、宁夏等地采访时,一些专家及企业界人士表示:国家应高度关注并采取措施应对西部高耗能产业的发展势头。中国工程院院士张寿荣、神华集团准格尔能源有限公司总经理马军、内蒙古三维铁合金有限公司总经理樊三维、内蒙古发展和改革委员会能源处负责人张东方、陕西省榆林市发改委副主任赵文伦等人建议:应当从严格制定并实行准入政策、提升高耗能产业整体水平、加快西部能源富集地区产业升级、加快电力市场化改革、实践科学的发展观等方面入手,应对高耗能产业的“西移”。
