在近日出版的《电信管理政策研讨报告I:电信发展进程与消费者权益保护》一书中,信息产业部副部长张春江发表了题为《电信政策应当代表广大群众的根本利益》的长篇序言。张春江在序言中指出,发展电信事业,深化电信改革,根本宗旨是满足广大人民群众的通信需要。因此,我国电信业的发展、改革和管制政策,应当自觉按照江泽民总书记“三个代表”思想的要求,切实代表广大人民群众的根本利益、代表先进生产力的发展要求、代表优秀文化的前进方向。
