第一条:为了加强社会治安,保护公共安宁起见,凡在本市区域内以制造花炮为业者除法令另有规定者外,均依本办法由公安局管理之。第二条:为了防止爆炸和火灾,本市市内不准开设花炮制造业。第三条:凡在本市区域内开设花炮制造业者,不论公营、私营、专营或兼营,均阻在市郊区或边区,并须与附近的住宅、机关、工厂、学校、铁路、电线等保持有适宜距离,否则不准设立。第四条:凡经营制造花炮业者,除向工商局请领营业证外,须依左列手续向公安局请发特种营业许可证照。
Article 1 For the purpose of strengthening public order and protecting public peace, all public security agencies shall administer the fireworks industry in this Municipality except as otherwise provided in the ordinance. Article IV: Where the manufacture of fireworks industry, in addition to the Trade and Industry Bureau to obtain a business license, according to the following procedures to the Public Security Bureau to issue special business license.
