日前，《河北省终身教育促进条例》实施，标志着河北省将终身教育体系构建全部纳入法制化管理。条例明确，通过开放大学建立公共服务平台，实现社会公共文化资源共享。条例要求，县级以上人民政府要将终身教育工作的实施纳入国民经济和社会发展规划，将终身教育经费列入本级政府教育经费预算，并逐步增长。
