一、引言1981年10月,日本平塚市通过公共讲演系统无意地发布了一次地震警报,这是由于该系统的意外失灵而造成的。由市长讲话录在磁带上的警报,通过安装在该市各处的喇叭作了广播。由于那天的时间正是秋天一个星期六较晚的晚上,仅有10~14%的市民直接听到了这次广播。据社会学家事后的调查,收听到警报的居民中约有半数不相信。这可能是由于人们知道,如果警报是真的,这一情况要么已在电视和电台上进行了讨论,要么至少也已通过各种有广泛影响的宣传工具同时发布了警报。收听
I. INTRODUCTION In October 1981, Japan’s Hiratsuka-shi unknowingly issued an earthquake alert through a public speaking system due to an accidental failure of the system. The alarm on tape by the mayor’s speech was broadcast through speakers installed throughout the city. Since it was the later evening of a Saturday autumn, only 10-14% of the public directly heard the broadcast. According to sociologist’s after-investigation, about half of residents who heard the alarm did not believe it. This may be due to the fact that people know that if the alarm is true, the situation has either been discussed on television and on the radio, or at least it has been simultaneously alerted through various widely-influential communication tools.
