清澈的大夏河滔滔不绝,宽阔的兰郎路车流不息,临路傍河的后杨村地理位置可谓得天独厚,然贫困一直困扰着生活在这片土地上的汉、回、藏、东乡等各族群众。改革开放以来,后杨人在村党支部一班人的带领下,坚持以经济建设为中心,自力更生,艰苦创业,走出了一条适合本村特点的路子,集体经济不断发展壮大,各项事业蓬勃发展。1994年人均纯收入963元,集体积累达400万元,居全市各村之首,成为临夏州致富第一村,被树立为全州两个文明建设的一面旗帜。谋求共同富裕积极兴办企业后杨村有13个合作社,451户,2239人,其中少数民族92户,450人。人均耕地0.82亩。面对人多地少,人均纯收入只有132元,大部分群众尚未解决温饱的实际,村党支部在全面推行家庭联产承包责任制的过程中,立足村情,果断作出决策,按照宜统则统、宜分则分的原则,选择了一条适合本村特点的统分结合的双层经营发展路子。把土地、牲畜、小型农机具、部分积累金分给了农户,把大型农机具、工程队设备、集体林场、大队公房和部分积累金共计约5.7万元的财产留在村上统一管理。这条道路的选择,既调动了农民分户生产的积极性,又避免了集体财产的流失,发挥了集体统一经营的优越性。当村民们正以火一样的热情埋头劳作于承包田的时候,村党支部一班人又在思考如何利用保留下来的集体财产,最大限度地为群众提供服务。通过分析研究,他们首先决定组建村农机站,在原有农机具的基础上,又购置了大型拖拉机2台,手扶拖拉6 The clear Daxia River is full of endless flow of traffic.
