大气污染治理是一项长期的系统工程,不仅需要地方政府协同治理,更需要不同层级政府的区域合作。目前,我国大气污染防治效果呈现非均衡的区域差异化发展方式、各自为政的公共政策运行机制和利益主导的府际松散治理等特点,惯性制度下的科层式属地治理模式也加剧了大气污染协同防治梗阻。因此,基于大气污染无届性与扩散性特质,破除大气污染防治的“公地悲剧”及“搭便车”效应,破解邻避冲突,必须及时启动府际协同治理模式。从区域发展的经济发展模式,从区域公共政策的协同制定,从区域利益的协同妥协等层面,构建地方政府防治大气污染的协同治理机制,构建大气污染区域联动防治体系。
Air pollution control is a long-term systematic project, which requires not only coordinated governance by local governments but also regional cooperation by different levels of government. Therefore, based on the characteristics of non-existent and diffusive air pollution, we should eliminate the “tragedy of the commons” and “free riding” effect of air pollution prevention and control to break away from conflicts and promptly start the inter-governmental collaborative governance mode. From the economic development model of regional development, from the coordinated development of regional public policies and from the coordination and compromise of regional interests, the local governments should establish a coordinated governance mechanism to prevent and control air pollution and build a joint prevention and control system for air pollution.
