左翼文艺报刊事业是在极艰难的条件下求得发展的,它所遭受的摧残在中国文艺报刊史上实属罕见。首先,国民党当局颁布所谓出版法、条例,发布密令,设立审查机构,对左翼文艺杂志界加以种种限制,乃至剥夺其出版权利。一九二九年,国民党当局公布了《宣传品审查条例》,一九三○年十二月颁布《国民政府出版法》,一九三一年十月又颁布《出版法施行细则》,十一月又有《宣传品审查标准》出笼。在这些所谓“法”、“细则”、“标准”的约束之下,一般出版界已无生存之路。所以一九三二年就有商务、中华、世界等四十八家书局、书店、书房、图书馆、印刷所联合发出要求国民党当局
