国际贸易谈判,是利害冲突的两个或两个以上的国家为解决特定贸易问题,沟通歧见或为预防某些问题发生而各自提出方案、进行讨论的一种磋商活动。它具有下列特点:1.国际间经贸分歧的谈判解决通常是通过政治性协商,并无绝对理性与公平可言。在一定意义上,它决定了国际贸易利益在国与国之间的分配。2.对外贸易事务涉及许多政治、社会、民族等非经济因素,常使贸易国谈判陷入无法纯粹基于经贸考虑.3.谈判议题既包括配额、市场开放等具体项目,又包括贸易措施是否公平等抽象内容。4.贸易谈判专业性强且日趋频繁,需要外交、经贸、产业、法律等部门的专业分工和密切配合,并组成专门机构进行负责。
