In response to the view expressed by Professor Atsui Mitsui of Japan’s Kobe University about the accidental incident of Lugouqiao Incident, this paper argues that the Lugouqiao Incident on July 7, 1937 and the North China Japanese Army of that year certainly had a planning process, which can be proved by a large number of historical facts. Among the historical data we have known, it can be shown that the Japanese have “strategies” more powerful and fuller than their arguments of “no strategy”. Professor Atsui completely ignored these important facts and separated a series of unwarranted demands made arbitrarily after the scheduled actions were taken and his plans were uncovered from the whole incident and described them as “incidental” and unable to make people accept. This article re-analyzes the historical facts systematically and proves that the Lugouqiao Incident was a product carefully planned by the conspirators mainly composed of the chief of staff of North China Garrison in North China in that year
