在社会主义市场经济条件下,如何识人,怎么选人,怎样用人,是摆在各级党委、组织部门和领导者面前的一项极其重要的任务。笔者认为,增加干部工作的群众参与程度,增强选人用人工作的透明度,是检验一个干部群众公认度的主要措施,也是用人制度改革所要达到的一个重要目标。因此,我们一定要严格按照《党政领导干部选拔任用工作暂行条例》的规定和要求,结合本地干部队伍和干部工作的实际,在副科级以上干部选拔任用工作中,实行任前公示制度,即在党委正式作出干部职务任免决定前,由党委将拟提拔干部的名单、基本情况、主要政绩等,以公文等不同形式对外公布,公开“亮相”,接受党内外干部、群众和社会各界人士的监督,
