一、凡国营经济部门的同志,应从思想上明确认识合作社的发展壮大与否,是国营经济能否领导私营经济与小生产者正当发展的主要关键之一,同时合作社之发展壮大与否,也是国营经济在劳动人民中有无群众基础的决定关键。因此我们援助、优待合作社,正是为工农群众服务的具体表现,也正是国营经济部门求得自己发展完成工作任务的重要因素。
