中国石油集团公司重组分开分立后,未上市企业的亏损问题显得突出。集团公司未上市部分的技术服务、生产服务、加工制造、社会服务四个板块2000年利润总额均为负数,其中社会服务利润负62.6亿元。如果不是集团公司进行费用补贴,未上市企业很难维持生计。但企业要生存和发展,长期亏损是难以为继的。集团公司把未上市企业扭亏脱困当作一件大事来抓,其中以六大特困企业脱困为重点,包括大庆石化总厂、四川石油管理局、吉林石油集团、吉化集团、兰州炼油总厂、兰州化学工业公司。集团公司提出的扭亏脱困目标:三年平衡过渡,到2005年在不补贴的情况下不亏损。这次六大企业争取三年内扭亏脱困,可以说是中国石油集团公
