1 医疗纠纷的主要特点1.1 突发性与攻击性 纠纷的发生往往不可预见,多数都是由于对治疗的结果不满,联想到医务人员在医疗服务工作中的一系列行为而导致纠纷。一旦发生纠纷,患者或家属即主动攻击,采取过激或违法行为。如闯闹卫生行政机关,打砸办公设施,拦截车辆阻塞交通,将伤病员扔到机关办公室或领导家中,盗抢病历,长期占床拒不出院,不火化尸体等。1.2 主动性与被动性 在纠纷发生过程中,患者或家属常常处于主动地位,利用各种手段,包括打横幅,披冤布,造舆论,邮寄上访信等,而且上访的层次高,为达到个人目的,损害医疗单位的声誉,努力赢得社会的同情和法律部门、新闻媒界等参与;
