加快转变经济发展方式已经成为了当前和今后一个时期我国经济社会发展的重大战略任务。如何在“加快”上下功夫,“转变”上出实招,是摆在财政主管部门面前的紧迫性命题。当前,财政部门正在围绕消费升级、节能减排与战略性新兴产业的崛起等方面,加快推进有利于转变经济发展方式的财政制度创新。目前,政策效果已日益显现,财政杠杆对“调结构、转方式”的撬动作用越来越突出。近日,记者就2012年“转方式”这场转型革命,采访了财政部副部长张少春。
